In recent years, especially following the pandemic, businesses and particularly public sector organizations have been compelled to alter their operations and services. The Municipality of Santiago de Surco recognized the necessity to digitize its processes and services. However, this transition encountered challenges that directly impacted the organizational culture of the Municipality. An interview with the leader and surveys with the workers were conducted within the relevant departments that confirmed the existence and significance of these issues. The research specifically examines the Sub-management of Education, Culture, Tourism, and Sports, and proposes three alternative solutions to address the problem. Firstly, the Lean Startup method, which refers to digital systems; secondly, the Change Management method, which focuses on managing the digital transformation process; and finally, the application of the Unified Theory of Acceptance and Use of Technologies, UTAUT, which aims to change perceptions of new technologies. After conducting qualitative and quantitative analyses, along with a review of the literature, it is recommended to implement the change management method. This approach involves the cost of hiring and the redistribution of tasks for specific positions within the department.
