This research work proposes to carry out a diagnosis, analysis, and proposal for improvement to the current directive to regulate contracts with PRONODEP in PROMPERÚ, all with the purpose that the contracts to be carried out for the execution of actions for the promotion of Peru abroad are conducted in an efficient manner at all stages. Throughout the investigation, an analysis of PROMPERU's internal cases and professional experiences was carried out; Likewise, opinions from experts on public procurement were collected, similar management instruments from other public entities were reviewed and analyzed, and the current directive was comprehensively reviewed based on the knowledge acquired during the master's degree, which allowed us to identify weaknesses and opportunities for improvement. Finally, a proposal for improvement to the current directive was established that includes various modifications that optimize the contracting procedure, the most relevant being: the programming of requirements, the market investigation process, approval of the contracting file, formalization of the contracting, modification and suspension of the contract, penalties, dispute resolution and annexes.
