The present research proposes the implementation of a private health service of increasing complexity based on a public private partnership agreement with EsSalud in the city of Huacho. In this way, EsSalud gives to this health center the attention of the first level of all its insured patients to the hospital Gustavo Lanatta Lujan. The main purpose of this investigation is to determinate the profitability of the business and quantify the resources necessary to provide the service for the patients. The structure of the work initially presents the description of the health sector in Peru focusing primarily on the concept of Universal Assurance and how it is being applied in Peru to subsequently focus on the development of the basic aspects of research. In the second chapter the service and its characteristics are described. It also includes an analysis of the 4p's, price, product, promotion and place. Also, the specific demand of the project is calculated based on the historical demand and potential demand. In the third chapter, the location of the service is determinated using the factor ranking tool to select the most appropriate place based on certain factors. Chapter four is about defining the magnitude of the service, that means selecting the capacity that will have the health establishment. It requires an evaluation of the market, resources, technology and the finding balance point. The project engineering will be developed in chapter five. It includes establishing the flows of the services, the technology that will be used, the installed capacity of the service, quality, environmental impact, occupational health and safety, the maintenance program, material requirements, personnel and services, physical support of the service and the schedule of implementation. In chapter six you will find all the information about the organization of the IPRESS, such as the type of company to be constituted, the functions of the staff and the corresponding organization chart. Finally, chapters seven, eight and nine will cover the financial aspects (investment, direct and indirect costs, budgets and net cash flows that will be used to carry out the economic and financial evaluation of the project using indicators such as NPV, IRR and the recovery period) and the social impact of the project.
