Estudio de prefactibilidad para la apertura de una institución prestadora de servicios de salud en la ciudad de Huacho

Abstract

El presente trabajo de investigación propone la implementación de un servicio de salud de complejidad creciente a partir de un contrato de asociación público privada con EsSalud en la ciudad de Huacho. De esta forma, EsSalud cede al centro de salud la atención del primer nivel de sus asegurados adscritos al hospital Gustavo Lanatta Luján. Se tiene como fin principal determinar la rentabilidad del negocio y cuantificar los recursos necesarios para atender a la población. La estructura del trabajo plantea en un inicio la descripción del sector salud en Perú enfocándose en el concepto del Aseguramiento Universal de la población y cómo se aplica en el Perú para, posteriormente, enfocarse en el desarrollo de la investigación. En el segundo capítulo se describe el servicio y sus características. Asimismo, se realiza el análisis de las 4p´s (precio, producto, promoción y plaza) y se determina la demanda específica del proyecto en base a la demanda histórica y la demanda potencial. En el tercer capítulo se realiza la localización del servicio mediante la herramienta del Ranking de factores para seleccionar el lugar más apropiado en base a ciertos factores. El capítulo cuatro es acerca del dimensionamiento del servicio, es decir seleccionar la capacidad que tendrá el Establecimiento de Salud, para ello se evaluará el mercado, los recursos, la tecnología y el punto equilibrio. La ingeniería del proyecto se desarrollará en el capítulo cinco. Este incluye los flujos de los servicios ofrecidos, la tecnología a utilizar, la capacidad instalada del servicio, la calidad, el impacto ambiental, seguridad y salud ocupacional, el programa de mantenimiento, el requerimiento de material, personal y servicios, el soporte físico, los planos de la disposición del centro de salud y el cronograma de implementación. En el capítulo seis se encontrará la información de la organización de la IPRESS como el tipo de personería a constituirse, las funciones del personal y el organigrama. Por último, en los capítulos siete, ocho y nueve se desarrollarán los aspectos financieros (inversiones, costos directos e indirectos, gastos, presupuestos y flujos de fondos netos que servirán para realizar la evaluación económica y financiera del proyecto mediante VAN, TIR y el periodo de recupero) y el impacto social del proyecto.

The present research proposes the implementation of a private health service of increasing complexity based on a public private partnership agreement with EsSalud in the city of Huacho. In this way, EsSalud gives to this health center the attention of the first level of all its insured patients to the hospital Gustavo Lanatta Lujan. The main purpose of this investigation is to determinate the profitability of the business and quantify the resources necessary to provide the service for the patients. The structure of the work initially presents the description of the health sector in Peru focusing primarily on the concept of Universal Assurance and how it is being applied in Peru to subsequently focus on the development of the basic aspects of research. In the second chapter the service and its characteristics are described. It also includes an analysis of the 4p's, price, product, promotion and place. Also, the specific demand of the project is calculated based on the historical demand and potential demand. In the third chapter, the location of the service is determinated using the factor ranking tool to select the most appropriate place based on certain factors. Chapter four is about defining the magnitude of the service, that means selecting the capacity that will have the health establishment. It requires an evaluation of the market, resources, technology and the finding balance point. The project engineering will be developed in chapter five. It includes establishing the flows of the services, the technology that will be used, the installed capacity of the service, quality, environmental impact, occupational health and safety, the maintenance program, material requirements, personnel and services, physical support of the service and the schedule of implementation. In chapter six you will find all the information about the organization of the IPRESS, such as the type of company to be constituted, the functions of the staff and the corresponding organization chart. Finally, chapters seven, eight and nine will cover the financial aspects (investment, direct and indirect costs, budgets and net cash flows that will be used to carry out the economic and financial evaluation of the project using indicators such as NPV, IRR and the recovery period) and the social impact of the project.
