--- This research analyzes the characteristics of policies and actions aimed at women, during the first stage of the Revolutionary Government of the Armed Forces, led by Juan Velasco Alvarado. It makes a basic periodization defined by cross members, both in official discourse, and in the nature of state institutions promoted. The study focuses mainly between 1972 and 1976, stage known as Revaluation Period. Also it reviews the characteristics of nationalist discourse, humanist and libertarian of the “velasquismo” as well as the participatory social mobilization strategy implemented by the state, including public policy of that period, in favor of women, promoted under the Educational reform (1972), mainly questioning, alienation and oppression of women and proposing a new role for greater autonomy and equality of conditions. It discusses the various types of institutionality promoted by the State, and the emergence of women's organizations, public expressions of his activism and feminist discourse in that period. To study this relationship, the author discuss different conceptions of female citizenship that get manifest in this period, mainly dominated by the social duties of wife - mother. It also check the visions on sexuality and the female body, key elements in the valuation of the autonomy of woman. The author seeks to establish the importance of this period in the emergence and consolidation of the women's movement and in the conceptualization of the “liberacion” of women, which has often been overlooked in studies of the second wave of “feminism” in Peru. Another key aspect of the vicarious citizenship is the conjunction of religious factors and an oligarchic ethos, which introduces the figure of “las patronas” - conjunction of ritual and ceremony, suffering and obedience, hierarchy and authority, celestial family and earthly lady of heaven and earth. This conjunction is functional to a number of women's social roles as: mother, employed and activist; or mother and domestic worker; or mother, housewife and social volunteer; or mother and freelancer, and defined, by type source of family relationships, an attitude and a very specific expectations about the “liberacion” of womern.
