Abstract: Los resultados del presente estudio, revelan que la aplicación seria y decidida de los instrumentos de la Dirección Estratégica, apoyada en una cultura de valores y con liderazgo eficaz, logra ser exitosa en las empresas.
Ello se ha demostrado en el caso de PetroPerú, que formulando y ejecutando bajo esos parámetros una estrategia holística e iterativa, a partir de Octubre de 2003, obtuvo utilidades netas (auditadas) de 13.3 millones y 182 millones de soles en los períodos 2003 y 2004 respectivamente, aún cuando los Presupuestos elaborados en Setiembre de 2003 proyectaban pérdidas netas de de 86 y 46 millones de soles.
El patrimonio Neto que en Agosto de 2003, era de 135 millones soles, aumentó a 259 y 460 millones de soles al final de los períodos 2003 y 2004. Los tributos recaudados para el Estado, alcanzaron sus más altos niveles, pasando de 2,563 millones de soles en el año 2002, a 3,062 y 3,184 millones de soles en los años 2003 y 2004.
La productividad por trabajador pasó de 39.3 Miles de barriles diarios (MBD) de petróleo procesado, a 46.5 MBD en diciembre de 2003 y a 47.3 MBD, en el año 2004. La participación en el mercado nacional de combustibles, logró una importante recuperación desde 48 % en Julio 2003, alcanzando a 53 % en Diciembre de 2004.
Algo extraordinario de resaltar, es la sólida cultura organizacional de la empresa en el aspecto tecnológico, que permitió el drástico incremento de 57.2 % en el nivel de procesamiento de la refinería Conchán (El incremento fue de 14 % a nivel nacional), resultado del empoderamiento del personal, que aplicó su experiencia y creatividad.
Esta estrategia desarrollada en un marco de ética y transparencia, incentivando el despliegue de las capacidades hacia una visión compartida de PetroPerú; no sólo mejoraron su economía, sino que mejoró su imagen institucional, contribuyendo a recuperar la confianza perdida ante la opinión pública; por lo que se recomienda no descuidar una administración eficiente y transparente, para evitar que los lobbies privatizadores usen el pretexto de la ineficiencia y la corrupción en las empresas públicas, para presionar nuevamente el proceso de privatización de PetroPerú.
Un hecho anecdótico para destacar, es que el Presidente y el equipo que motorizó la estrategia, fueron reemplazados luego de la presentación de la memoria 2004. Al respecto, se transcribe -sin comentarios-, parte del artículo publicado en “La Republica”, el 18-03-05, bajo el título “Buscando hundir una empresa exitosa” : “La vieja tradición que sostiene que en el Perú se castiga el éxito, se aplica una vez más ante las presiones ejercidas para la renuncia del presidente de Petroperú, cortando de cuajo una positiva gestión a la cabeza de la petrolera estatal, a la que devolvió su condición de primera empresa peruana por ingresos y mayor empresa contribuyente al Estado”.

The tributes collected for the State, reached the highest level, raising of 2.563 million soles in 2002, to 3.062 soles and 3.184 million soles in 2003 and 2004. The productivity per worker increased of 39,3 thousands of daily barrels (TDB), to 46,5 TDB in December of 2003 and to 47,3 TDB in 2004. Participation in national fuel market was raising since 48 % in July 2003, to 53 % in December of 2004. Something extraordinary that is worth to mention, is the solid technological organizational culture leting increase on 57,2 % the level of processing of the Conchan refinery, through personnel empowerment who applied experience and creativity. This strategy developed in an ethics and transparency frame, stimulating the deployment of personnel capacities towards a shared vision of the company, not only improved their economy, but improved its institutional image, contributing to recover the lost confidence facing the public opinion; reason why it is recommended Petroperu´s administration not to neglect and maintain efficient and ethical performance, to avoid the privatizational lobbies use the pretext of inefficiency and corruption in the public companies, to again press toward the privatization process of PetroPerú. An anecdotal fact to emphasize, is that the Presidente of the company and the equipment that motorized the succesful strategy, were replaced after the presentation of the Anual Report 2004. On the matter, it is transcribed - without commentaries -, part of the article published in “The Republica“, on march 3rd of this year, under the title “Looking for to sink a successful company“: “The old tradition that maintains that in Peru the success is punished, is once again applied facing the pressures exerted for the resignation of the president of Petroperú, cutting drastically a positive management at the top of the oil state one, to which he gave back his condition of first Peruvian company by income and greater company contributor to the State...“.
