-- The present work is a field study with descriptive level, documentary, no experimental that has like object of study the design of a model of Financial Management, aimed at improving the current economic situation – financial of the social programs of the Integral Program National for the Familiar Welfare INABIF. His deficient politics of financial administration has caused that this state institution of the Ministry of the Woman and Social Development MIMDES, shows an unfavorable situation in his levels of liquidity, solvency and autonomy, that joined to his indexes and indicators of results, denotes a low coverage and quality of the social services that awards to the boys and teenagers in state of abandonment and people in situation of social risk. Starts with a proper and objective financial and technical diagnostic, realized to the four (04) social programs: Integral Protection, Integral Development of the Family and Promotion of the Volunteering, Protection Investigation and Development of the Population in Risk of the period 2004 to the 2008. The model of financial management proposed, constitutes an important contribution in the institutional management; mainly when modifying the financing structure by increase and administrate the financial resources of the International Cooperation and of the Public Treasure under the approach of Budget by Results; and to the impact in more of 30,550 average direct beneficiaries of monthly attention; when comprehensive care coverage and improve the quality of social services through the 176 units providing services situated in 19 departments of the country, without including the Societies of Charity Public that are autonomous in the administration of his resources.
