Abstract: Durante las últimas décadas, se ha demostrado el creciente impacto de las
actividades del hombre sobre el medioambiente, del cual todos somos parte. Estas
actividades de explotación indiscriminada en nuestro ecosistema (bosques, ríos, suelos,
minerales,), y de la contaminación del aire y del agua, han generado problemas de
sustentabilidad ambiental, que impactan directamente al ser humano y sus futuras
generaciones.
Los daños ambientales están estrechamente relacionados con el crecimiento de la
población y con la pobreza en los países en vías de desarrollo. Asimismo, los hábitos de
consumo excesivo y el uso indiscriminado de recursos y energía, también son parte de
esta gran problemática.
El objeto de estudio es analizar la política ambiental para lograr una adecuada
calidad ambiental. En el Perú se han desarrollado mecanismos de carácter técnico,
normativo, económico y financiero para la prevención de los impactos negativos en el
medioambiente. Pero esto no es suficiente; es necesario integrar los sistemas económicos,culturales, sociales y ecológicos, para poder mitigar el impacto ambiental, y de esta manera mejorar el nivel de vida de las generaciones actuales y futuras y poder lograr el desarrollo sostenible.
Los impactos ambientales negativos tienen profundos efectos para el ser
humano y más importantes para todo el planeta. La contaminación ambiental afecta
la salud de los seres humanos, además de todas sus actividades, sean sociales,
productivas o vitales. Por ello, es necesario desarrollar actividades encuadradas en un
esquema jurídico, el cual se fundamenta en las normas constitucionales, debiendo
toda la normativa del Estado adecuarse a tal esquema. Entonces, es preciso determinar el alcance y la responsabilidad del Estado en la prevención de contaminación, rehabilitación del ambiente y sanción a los culpables.
Los resultados obtenidos, producto de la investigación han demostrado que la
población peruana percibe que las normas ambientales están orientadas al desarrollo
integral de la población, así como la conservación del patrimonio ambiental y natural del
país.
La población peruana siente preocupación por los daños ambientales, tales como:
el mal tratamiento de los residuos sólidos, la contaminación sonora, los gases emitidos en
el parque automotor, la deforestación, etc. Sin embargo, no se involucran en el cuidado
del medioambiente. Para ello, se debe generar conciencia a fin de lograr el ahorro de los
recursos económicos, naturales y energéticos. Este punto se puede lograr invirtiendo en
programas de recuperación de entornos ya degradados, actuando con una visión
preventiva.
During the last decades, the growing impact of man's activities on the environment, of which we are all part, has been demonstrated. These activities of indiscriminate exploitation in our ecosystem (forests, rivers, soils, minerals), and air and water pollution, have generated problems of environmental sustainability, which directly impact the human being and his future generations. Environmental damage is closely related to population growth and poverty in developing countries. Likewise, excessive consumption habits and the indiscriminate use of resources and energy are also part of this great problem. Environmental damage is closely related to population growth and poverty in developing countries. Likewise, excessive consumption habits and the indiscriminate use of resources and energy are also part of this great problem. The object of study is to analyze the environmental policy to achieve an adequate environmental quality. In Peru, mechanisms of a technical, regulatory, economic and financial nature have been developed for the prevention of negative impacts on the environment. But this is not enough; it is necessary to integrate the economic, cultural, social and ecological systems, in order to mitigate the environmental impact, and in this way improve the standard of living of current and future generations and be able to achieve sustainable development. The negative environmental impacts have profound effects for the human being and more important for the entire planet. Environmental pollution affects the health of human beings, in addition to all their activities, whether social, productive or vital. Therefore, it is necessary to develop activities framed in a legal framework, which is based on constitutional standards, and all State regulations should be adapted to such a vii scheme. Then, it is necessary to determine the scope and responsibility of the State in the prevention of pollution, rehabilitation of the environment and punishment of the perpetrators. The results obtained as a result of the research have shown that the Peruvian population perceives that environmental standards are oriented towards the integral development of the population, as well as the conservation of the country's environmental and natural heritage. The Peruvian population is concerned about environmental damage, such as: the bad treatment of solid waste, noise pollution, gases emitted in the vehicle fleet, deforestation, etc. However, they are not involved in the care of the environment. To do this, awareness must be generated in order to achieve the saving of economic, natural and energy resources. This point can be achieved by investing in recovery programs of already degraded environments, acting with a preventive vision.
