The present work of professional sufficiency seeks the adaptation of a Risk Management model design that uses the principles of Project Management (PMI) in order to reduce the excessive increase of contractual amounts for additional work in public projects. The main objective of the work is to provide consulting companies with a risk management model in the stage of formulation and preparation of technical files for a satisfactory implementation. At the international level, public infrastructure projects play an important role for emerging economies. However, there are studies that show that these projects show cost overruns and longer deadlines than those established in the technical file. Likewise, Peru, in its various sectors of public investment, shows that the projects present contractual variations with respect to the investment approved in the technical files. The proposed model in question, firstly, identifies the public investment projects with the greatest relevance at the national level, then analyzes which are the main items with the greatest impact on the increase in direct cost and identifies the main typical risks because of the items previously analyzed. The main causes of typical risks are also discussed. After the previous analyses carried out, the design of the most relevant risk management model for public projects is carried out in the stage of preparation of technical files, and finally the design is implemented through simulation of an executed road project.
