In Peru, there is an inadequate system of recognition of qualifications obtained outside the educational system, which limits educationally and professionally people who graduate from basic education, considering that, on average, only 30% of them manage to access to higher education, therefore, an important part of people of working age enter the Peruvian labor market in precarious conditions that expose them to informality and underemployment. Considering the above, this research work develops a technical and regulatory proposal to improve the country's prior learning recognition system. To this end, the case study based on the author's professional experience and the bibliographic review of relevant documents on human capital, qualifications, employability and educational walkability were used as qualitative research methods. The implementation of the results of this research seeks to improve the conditions of access and educational, training and work accessibility of people, as well as to appropriately address the needs of qualified people in the productive sectors and in the State. This research specifically proposes three elements: a draft law to regulate the National Qualifications Framework of Peru (MNCP) and the recognition of prior learning; an update of the National Competitiveness and Productivity Plan and a new implementation, monitoring, evaluation and improvement plan of the MNCP, which is intended to be taken into consideration by the key actors of the Executive Branch and the Legislative Branch of Peru.
