The objective of this research was to conduct a case study that delves into the analysis of organizational culture and its impact shortages of air traffic controllers and aeronautical specialists at CORPAC S.A. This correlation, evidence the intrinsic connection between the company’s organizational culture and human capital management. In this way, the qualitative methodology of transversal scope was applied, which focuses not only on the bibliographic review but also on the conduct of semi-structured interviews with the staff of CORPAC S.A. This methodological choice is crucial as it allows us to explore how the organization’s culture shapes staff perceptions and practices in a single time. Among the results, it has been possible to identify that the connection between organizational culture can prioritize or neglect investment in staff development, and operational results, underlines the importance of culture in human resources management. In addition, it is evident that a culture oriented towards innovation and adaptability is essential to stay competitive and attract talent in a constantly changing environment. This concludes that the organizational culture of CORPAC S.A. plays an essential role in human resources management and in the training of professional skills. The culture of the organization can both enable and hinder staff development, which in turn affects the safety and effectiveness of air navigation services.
