The objective of this thesis is to analyze the purchasing and supply management of an INPE food supply company in charge of the comprehensive food service of two of its penitentiary establishments and to propose an improvement in purchasing management. The company presents an overcharge in the acquisition of food “products“ generated by unplanned purchases caused by poor planning and reprocessing of products. Throughout this work, the acquisition costs incurred by the company are evidenced to satisfy the volume of food rations already agreed with the state entity, carrying out a cause-root analysis to find the origin of the cost overruns, analyzing the methods of current work and cost overrun incidence data. Once the causes have been identified, Kraljic is used to define a new purchasing policy based on a strategy that prioritizes the reduction of supply risk, in addition, improvements are designed in the stowage method and security mechanisms to guarantee the good condition of the products during the transport. The last section is the implementation of a purchase management design that groups new policies, transport security mechanisms and the ideal working method to reduce cost overruns by 97%, considering the physical and economic limitations that entails the implementation of the proposal.
