In Peru, the widespread perception of distrust in the performance of public institutions, particularly in the area of the Executive Branch and its derived entities, poses a major challenge. In this scenario, the General Secretariat of the Presidential Office plays a fundamental role, and its effectiveness and relevance in the public sphere are of utmost importance. Therefore, this research is proposed with the objective of, Designing a proposal for the implementation of an alternative to improve the work environment and organizational performance of the collaborators who make up the General Secretariat of the Presidential Office of Peru in the year 2023. The alternative proposal implies greater implementation of the Serve within the Presidential Office Law, with the objective of establishing a unified regime for public servants. Strengthening the implementation of this law seeks to improve human resources management, hiring practices and the consolidation of a robust regulatory framework. This alternative is coherently aligned with Institutional Strategic Objective No. 2, which seeks to modernize institutional management, since it would directly contribute to the modernization of human resources processes. It is concluded that the work environment and organizational performance are closely related; likewise, a positive work environment can increase the commitment and effectiveness of employees, which, in turn, is reflected in better organizational performance. Furthermore, the knowledge of the Serve Law that officials in the Presidential Office possess reflects a solid understanding of the legal regulations that govern civil service in the public sector. This awareness is of vital importance, since the Servir Law establishes fundamental regulations and standards for the management of human resources in government entities, ensuring a solid and unified legal framework.
