In Peru, the vulnerable population in the High Andean and Amazon regions annually faces the adversities of frost and cold due to the lack of the necessary tools to manage risks. To address this problem, the Multisector Plan for Frost and Cold (PMHF) proposes coordination between the various ministries, such as MVCS, MINEDU, MINSA and MIMP, with the purpose of protecting health, and MIDAGRI and MIDIS, to protect the means of life of the most vulnerable population. However, despite joint efforts, MIDAGRI, through AGRO RURAL in coordination with Regional and Local Governments, face significant challenges. These challenges arise from the diversity of information sources and the large number of records, which makes it difficult to centralize the information to obtain an updated overview of the progress of the annual goals in the delivery of benefits. To address this problem, the SIPMAHF management system has been implemented that allows information to be provided in real time, with the objective of obtaining the status of progress in each assigned region. This is achieved through the implementation of a web system that facilitates access from anywhere in the country with an internet connection. This innovative approach centralizes information and guarantees its immediate availability to the Ministry of Agrarian Development and Irrigation, which facilitates early decision-making and improves efficiency in the delivery of benefits to the agricultural sector.
