In Peru, macroeconomic figures show a decline in the economy, which has led to an imminent economic crisis, which would worsen with the arrival of the coastal El Niño current at the end of 2023 and the poor response capacity to face the attacks of nature. For their part, analysts and consultants agree that the bad decisions made by the executive, the lack of leadership of the President of the Republic and entrenched corruption are the main factors that affect this problem. Through this investigation, we analyze the situation experienced by the projects for the Improvement of the Historic Centers of Rímac and Huamanga, derived from the loan contracts signed between the Government of Peru and the Inter-American Development Bank. and with the Official Credit Institute, Public Business Entity of the Kingdom of Spain. The research has been developed considering a scope of the explanatory methodology with a non-experimental, transversal research design; whose content is a case study and the information collection instrument is semi-structured interviews. The results allowed us to conclude that, in the Projects, there is no leadership model in the management carried out, which contributes to the fulfillment of the established objectives. Likewise, the work carried out suffers from the application of international standards such as PMR4, PMBOK or SCRUM, for the management of Projects and the contractual conditions of the workers generate dissatisfaction and uncertainty.
