The present research aims to increase efficiency in public procurement procedures in Peru, with a specific focus on infrastructure road projects. This focus is based on a previous study conducted by the General Comptroller's Office in 2015, which identified this sector as one of the primary recipients of annual investment and, at the same time, a significant generator of substantial economic losses due to unfavorable arbitration awards. The previous analysis revealed that the majority of arbitration awards in this context stem from disputes related to the extension of contractual deadlines, contract terminations, and the liquidation of works. These disputes, in turn, originate from deficient formulation of terms of reference and technical specifications, inappropriate selection of suppliers or contractors, and a lack of effective monitoring during contract execution. To address these challenges, this research project proposes the use of a guide for using digital twin technology. The aim is to enhance the accuracy of project scope definition and optimize time and cost management during contract execution in public procurement processes. The objective is not only to reduce the incidence of arbitration awards but also to improve the quality and efficiency of infrastructure road projects in the country.
