International Cooperation for Development (ICD) constitutes one of the most important mechanisms for external funding to carry out programs, projects, and activities that strengthen the activities of the Peruvian state in favor of addressing the country's development needs. Its implementation responds to the specific interests of the involved actors according to the diverse political, historical, humanitarian, social, and environmental contexts throughout its evolution, leading to the restructuring of its modalities of foreign aid and action interests towards various state organizations, civil society, academia, and international NGOs in the recipient country in development or on the path to development. This has led to the restructuring of its external aid modalities and action interests towards different state organizations, civil society, academia, and international NGOs in the recipient country, whether it's in development or on the path to development. Peru, classified as a high-middle-income country, has seen a reduction in its foreign aid. This is a problem of great relevance for the ENIEX (Non-Governmental Entity established abroad) operating in Peru, as more than 70% of their financing depends on international cooperating sources. The United States, through its Agency for International Development, represents one of the main traditional partners of ICD in the country, which has adapted its intervention strategy to have a greater focus on coordination with state and private sector actors as priority agents to address public issues in a resource-requesting country, promoting coordination across multiple sectors as a key strategy to access resources and develop new innovative initiatives for the benefit of society.
