This thesis presents a planner application which optimize police operations and ballistic studies in a state entity using machine learning. Planning techniques were used for the localization of criminal gangs based on shells linked to firearms, and planning of a police station and ballistic center was optimized using machine learning for crime and ammunition forecasting. The framework used was RUP, including all its phases. Firstly, important concepts about the business are exposed, and the problem to be solved is identified. A solution proposal is proposed to solve the problem, and business modeling is developed to understand the processes to be automated. Then, system requirements and use cases are defined to cover the identified needs. Finally, the architecture and construction of the application are developed. The patterns and technologies used in the development, the physical data model, and the dictionary are described. Quality metrics of the project were carried out, and project management was carried out. In summary, this thesis presents an innovative approach to optimize police operations and ballistic studies in Peru, using machine learning techniques.
