This paper alludes to the performance of the government from the municipal perspective, with respect to the frontal fight against the Covid-19 pandemic. It has been observed that the central government has gone beyond the provisions of the Constitution, as well as the organic law of municipalities, which attribute to the municipalities functions that cannot be taken over by another level of government, which during this pandemic have been diminished by the central government. The work of the provincial municipalities was analyzed with respect to the powers granted to them by the central government, even though they were very scarce. Similarly, a comparison was made between the work carried out by the Argentine and Peruvian governments. It can be seen that despite the limited powers granted by the central government, there were provincial municipalities that prepared a contingency plan for the protection of their citizens. Had there been a decentralization of functions to the provincial municipalities, the pandemic could have been handled in a better way, since we must not forget that the municipalities are the administrative entities closest to the population, since they are in charge of the district and are aware of the existing deficiencies in the district, and therefore would be able to take more immediate actions to solve them. During this research, it was possible to observe the great lack of information regarding the covid-19 provided by the Peruvian state to its citizens.
