Conceptually, public investment contributes to human development through improvements in the production capacity of public goods or services. However, this research empirically analyzes the significance of this effect, especially, the effect of public investment in the Human Development Index (HDI) according to government levels during 2007 to 2019. In this way, two models are used in an annual departmental balanced panel: Model with estimator EECP and MCGF. Subsequently, the permanence of these initial findings is analyzed by disaggregating investment and HDI into high, medium and low levels. The findings indicate that, at the aggregate level, public investment has a positive effect towards the HDI; but, when it is disaggregated by levels of government, ceases to be significant. In contrast, when variables were segmented by low, medium and high levels of investment and HDI, it is found that Local Government Investments and National Government contributes positively to the HDI in low HDI regions. In addition, finished and unfinished public investments in the case of Regional Governments contributes to the HDI in medium and high HDI regions. In wich Local Governments and finished investment of Regional Governments are the ones that contribute the most part of public investment to the HDI. In this way, these results contribute to budget reallocation policies towards the completion of investment projects and decentralization. Finally, this work contributes with the discovery of other explanations in the HDI.
