This thesis work proposes the system design that will support and optimize the processes of location and identification of vehicles that have been reported as stolen to National Police of Peru (PNP), or that are infringing the Peruvian National Traffic Regulations because they do not have mandatory vehicle accident insurance (SOAT) up to date, or because they do not have a current Car Review Certificate, or that is registered in the Tax Administration Service (SAT) with an arrest warrant. For the elaboration of this document, project planning activities were carried out, analysis of the problem of stolen vehicles or with traffic infractions in the city of Metropolitan Lima and elaboration of a solution proposal. In the project planning activities, the recommended practices in the PMBOK® Guide 7th edition are taken as a basis, considering the aspects of scope management, time management, human resources management, communications management and risk management. Then, for the analysis of the problem, the Zachman framework is used, which allows analyzing the processes of the problem under study, identifying difficulties and opportunities for improvements to be addressed with the present solution proposal. For this study, the SAT and the National Police of Peru (PNP) have been analyzed, both entities are responsible for ensuring compliance with the National Traffic Regulations in their respective jurisdictions. Finally, to design the solution proposal, the functional drivers, quality attribute drivers and restriction drivers were determined. Subsequently, the design decisions are made based on the mentioned drivers and are represented with the diagrams of the C4 model.
