During the years 2011 to 2016 there was a decrease of 17% in Peruvian fishmeal exports to China. Taking into consideration the FTA between the two countries, the study is proposed on the impact of trade barriers in the commercial exchange. The research developed by Melo et al. (2014) was the basis of the epistemological antecedents that developed the variables corresponding to tariff and non-tariff measures. International competitiveness, production and quota compliance were determining variables for the causal relationship of the impact of trade barriers. The methodology used in the research has a mixed approach with a sequential multiple integration design as established by Melo et al. (2014). Thus, the population and selected sample was with a non-probabilistic classification and a sample of experts by segment profile. According to Engler et al. (2011) and Melo et al. (2014); The qualitative study was based on a semi-structured interview that will carry out an axial coding based on the axes represented by the segments under study. While according to Shepotylo (2016), Wood et al. (2017) and Thuong (2018); the non-experimental and longitudinal quantitative study with panel data prioritized the gravitational model. The information found for both studies were examined in ATLAS Ti and STATA, correspondingly. In conclusion, the variables studied did not have a negative impact and represent a competitive advantage for Peruvian fishing plants. Therefore, the compliance with regulations increases the Peru's competitiveness production.
