Through semi-structured interviews, it has been inquired about what are the perceptions that six principals have about two central elements that leadership theory establishes as elements that guarantee school effectiveness: leadership through white skills and pedagogical monitoring. For this research, 6 principals from Lima, Peru were interviewed and that data was analyzed. After processing the information, it is identified as results that principals believe that leadership is a central element for learning but with it has challenges associated with bureaucracy; other perceptions are associated to leadership as a vertical action of power and, in relation to monitoring, it is proposed that it is an element that guarantees school improvement, since it fosters horizontal relations between the members of an EI.
