This research studies the differences in purpose, drafting and implementation of the two most significant pieces of legislation for the Peruvian film industry until 2019: Law 19327 of the government of Juan Velasco Alvarado, and Law 26370 of the government of Alberto Fujimori. It is concluded that the type of regime shared by both leaders (being authoritarian regimes) is what leads them to promulgate laws in favor of the industry —in opposition to the democratically elected governments that preceded and succeeded them—. However, in terms of the specific measures established, as well as the real effort to ensure that the law is implemented, it is the ideology of each regime that sets the tone.
