International literature evidences a broad range of benefits to construction project planning through the adoption of the Lean Construction methodology, however recent research and case studies suggest its implementation has been problematic. Several factors, identified in this study, have contributed to the implementation of Lean Construction being slow and ineffective in achieving the intended objectives. Given the importance of the planning phase of office construction projects, and current situation facing the identified challenges, it was considered as the basis for the ensuing literature and fieldwork-based study. This thesis identifies the factors, predominantly poor communication and a lack of awareness, which impede the correct implementation of Lean Construction in the time management planning process group. To support the identification of these factors, analysis was undertaken on three private sector office projects under construction in the City of Lima, with each of the projects being analyzed through collected information and the conduction of targeted surveys. The primary objective of this study is to reduce cost and deadline project overrun preented during the execution of strucure framing in projects of private sector offices in Lima with an adequeate implemetation of Lean Construction methodology in the group of time management planninf processes using the Balance Scorecard management tool adapted.
