The purpose of this research was to determine if the habitability of public spaces affects the urban structure of the city of Salaverry. For the case, we set out to prepare a comprehensive diagnosis of them so that it serves as an input to establish the main problems associated with their nature. In particular, we focus on the issue of location, accessibility and comfort, as they are the variables with the greatest impact on the morphology and urban structure of the port city. Since, in addition, the central research question was aimed at evaluating the level of incidence of habitability of public spaces in the urban structure of the city. From the methodological point of view, in accordance with the nature of the mixed research, we have combined the urban strategic diagnosis with the interview and participant observation, apart from the survey, which is the quantitative instrument par excellence. On the other hand, we have given a high degree of value to the physical survey and the collection of field data through the use of cadastral records for each physical space, which prove it as a significant contribution from the methodological point of view. Within the framework of qualitative research, participant observation allowed us to interact with the community to know firsthand the level of participation of the institutions and the community in the management of public spaces. The results obtained indicate that, in the city of Salaverry, public spaces are considered as residual, secondary spaces, without much importance and that the current management is far from being considered as a management that understands them as structuring spaces of morphology urban far from it. On the other hand, we have verified that neither in the design, nor in the location, implementation, and evaluation of public spaces have specialized personnel intervened, nor the role of the population to ensure their sustainability. Both situations, added to the comfort evaluation, indicate that we are at a low habitability level and that at no time have they been priorities of the current management or of the previous municipal administrations. Finally, we give an account of the most relevant conclusions we have reached: firstly, that the notorious physical components that are permanent companions of the port city have been no longer considered in the planning of public spaces: such as the sea, the dune and climate, as well as demographic dynamics and sociocultural and identity aspects, in the design and implementation of public spaces. Secondly, it is crucial to evaluate the need to work on aspects related to the habitability of these spaces, since both the location and accessibility, light, thermal, acoustic, personal and environmental comfort are essential to change the face. of the urban image of the city and, in this way, reordering the urban structure based on these new variables; having been absolutely contrasted our working hypothesis in the sense that the habitability of public spaces, in the terms that we propose, constitute the ordering elements of the urban structure.
