The present investigation analyzes the structure and content of the baseline of the environmental impact studies of the construction projects executed in the city within the framework of the provisions of the national environmental impact assessment system of Peru, through systematic review of the baseline content of the 01 study, executed seven years ago in the city of Arequipa, which allows for an evaluation enriched with interviews with the population and experts. The sample of 01 environmental impact study, developed under the methodological guide of environmental policy, which includes the housing and production sectors; Interviews with the population settled in the area of direct influence of the executed project, denote that there has been no relationship between baseline information and the prediction and identification of socio-environmental impacts. Exist on the one hand excess data and lack of interpretation of them on the other. This results in studies that to date have proven ineffective as instruments for identifying and preventing socio-environmental impacts in the city, since the analysis indicators are oriented to conditions and characterization of “natural“ environmental environments distant from the environmental reality. of cities. The main consequence of its ineffectiveness as a management tool for the identification and prevention of socio-environmental damages in the city, can be seen in D.S. 014-2015-HOUSING that cancels this instrument as a requirement for urban habilitation and commerce projects in consolidated urban areas. Regarding the Content Valuation, the data interpretation shows that, of the 45 parameters, which are studied in baseline, 55% of them belong to the area of direct influence, therefore, a significant amount is being described. of data (45%) that do not represent real reference on the area of a project and its possible impacts, therefore, these indicators should not be included in the baseline or assumed only as external reference. Also, from the parameters analyzed, the study revealed that only 40% of them are related to the activities generating the impact, therefore, the data may not be clearly identified or are information that is not relevant to establish a causality and an effect. Likewise, of the parameters analyzed in consequence again 40% of them and that correspond to the AID, are also related to the activity generating impact. Regarding the Methodological Criterion Assessment, the method of gathering information also reveals important results, since it is recognizable that the baseline information is mostly quantifiable, however, only 37% of the parameters it involves a protocol that guarantees data quality. On the other hand, the source of direct data collection is only applied in physical and biological media and not in the socio-economic environment, which is the final means of receiving the socio-environmental effects in the execution of a project. Regarding the Evaluation of Normative Criteria it has been obtained that, notwithstanding all the parameters are required within the baseline data structures, for the case of buildings in the Housing and Production sector, not all of them present a comparable reference, it is say that, while there are ECAS or LMP for the physical and biological environment, considering that there are lists of flora and fauna that declares it as sensitive and therefore subject to prejudice; the socio-economic environment has no reference, which can be measured scientifically, variation before project and project, in other words, it is not possible to determine future damage to the socio-economic environment and its sub-variables: economic , social, health, damage to infrastructure etc., without inducing subjective judgments. From the construct valuation, in synthesis, if we averaged the percentages of validity and we associate them with a value equal to 1 to take it as valid, we would have that the Reliability Value is equal to 0.52, that is, the reliability of the baseline is find on the threshold of which we could consider as not valid.
