The present investigation was developed at the intersection between Vía Norte avenues and Hoyos Rubio Avenue, located in the city of Cajamarca. Its objectives are to determine the state of the accesses to the intersection, as well as the service levels of each access with the purpose of providing proposals for improvement to the problem of traffic congestion at the intersection. The study was developed using the pavement condition index (PCI) methodology. By which we are able to obtain the conditions in which the pavement of each intersection is found, In addition, the methodology provided by the HCM-2010 road capacity manual was developed, through which it was possible to determine data such as the days of maximum demand, peak traffic hours, types of vehicles, traffic light phases, service level and access capacity. The results show that three of the accesses are in good condition since they do not have visible defects. while one of the accesses has visible faults that affect vehicular circulation, in addition, the service level was obtained for each road segment of the accesses, obtaining a service level E for the road segment and a service level F for its intersection. This is due to the time it takes to travel through the intersection, which is an average of 3 minutes depending on access. Generating problems of vehicle congestion, environmental and noise pollution, which is why we determined that the intersection of the roads provides a poor quality of service to the population. Finally, proposals for improvements are made based on the analysis performed, this with the purpose of reducing and mitigating the problems caused by vehicular congestion
