This Thesis, which we have titled: ““International Sovereignty and its influence on the regulation of the state of emergency in the Political Constitution of Peru of 1993““ has as its general objective: To determine how International Sovereignty influences the reform of the State of Emergency regulated in Article 137 inc 1 of the Political Constitution of Peru of 1993, for this purpose empirical and theoretical methods were used, through the collection of information in books, codes, laws, in order to determine and analyze the criteria of experts on the influence of the concept of International Sovereignty in the regulation of the state of emergency in the Political Constitution of the Peru 1993. Likewise, the technique of documentary analysis, the technique of the discussion group and the interview were used. The relevance of the discussion group was based on the need to collect relevant information from specialists in the field of research, reaching the conclusion that International Sovereignty as a fundamental element of the new constitutionalism influences the regulation of State of Emergency in the Political Constitution of Peru of 1993, by allowing international organizations to be endowed with sovereignty so that they have supranational powers, in the struggles against problems of a global nature that guarantee universal fundamental rights. Likewise, there is the possibility of creating a common model of regulation of the state of emergency, which is possible dealing with an unforeseen situation or contingency and as such must have duly defined measures, especially in the allocation of responsibilities at the level of officials to dictate urgent measures in an adverse and exceptional context
