Abstract: La investigación plantea el análisis de la problemática del Centro Poblado Alto Trujillo en los aspectos de desarrollo cultural y educativo con un diagnóstico situacional, a fin de proponer un Complejo Cultural – Educativo como un espacio para la comunidad que genere una dinámica de cambio y desarrollo. Rescatando así las zonas periféricas de la ciudad como prolongación de los núcleos urbanos, mejorando no solo la calidad de vida, sino además fortaleciendo el vínculo de identidad de pertenencia.
El Centro Poblado Alto Trujillo se ubica en la parte alta y periferia del distrito de El Porvenir, teniendo una extensión de 949.75 hectáreas, las cuales carecen de una dinámica urbana. Comprende un conjunto de 14 barrios que alberga una población de más de 80 117 habitantes que representa el 57% de la población del distrito de El Porvenir.
La propuesta plantea mejorar la conectividad del tejido urbano a escala de barrio y de ciudad; revitalizando el sector central del Centro Poblado Alto Trujillo, con el desarrollo del Complejo Cultural Educativo Técnico Productivo (CETPRO) que brinde los servicios necesarios requeridos por el Centro Poblado. En el ámbito cultural a través de la Biblioteca Municipal y espacios de usos múltiple se busca promover diversas actividades y la accesibilidad a una sociedad informada y conocedora de su entorno, generando un valor agregado para una transformación con impacto. Asimismo, se identifica la demanda del sector productivo promoviendo la empleabilidad y el desarrollo personal a través de la educación técnica productiva impulsando la cultura emprendedora e innovadora.
El proyecto se propone generar nuevos espacios de carácter social, con un aprovechamiento sostenible del territorio como parte del crecimiento de la ciudad, respetando el contexto e implementando espacios públicos que integren y promuevan la participación de la comunidad.
