Complejo integral para la mujer y la comunidad en el distrito de Villa el salvador - Lima

Abstract

El distrito de Villa El Salvador, ubicado en la provincia de Lima, ha sido ejemplo de urbanismo planificado, organización poblacional y desarrollo productivo; sin embargo, en los últimos años, ha emergido una problemática social preocupante: la violencia de género, destacando que es el distrito con más denuncias de este tipo a nivel provincial y tiene una de las cifras más altas en el país. En la actualidad, sus habitantes sufren limitaciones educativas y laborales, al no contar con centros de educación superior que respondan a la oferta laboral de la zona productiva laboral, el Parque Industrial, siendo las mujeres las que se encuentran en más desventaja y permitiendo que se amplíe cada vez más la brecha hacia una calidad de vida óptima a nivel laboral, económico y social. Asimismo, las limitaciones del distrito también se extienden al ámbito urbano, ya que en su mayoría los servicios de atención social dependen del financiamiento y funcionamiento de la propia población, y al no presentar una centralización de equipamientos institucionales, no existen adecuados flujos, espacios de encuentro y satisfacción de actividades para la población. El proyecto propone diferentes tipologías de equipamientos de acuerdo a la necesidad de la población y manteniendo las edificaciones correspondientes a usos compatibles con la propuesta, uniendo los equipamientos a través de espacios públicos de recreación y cultura, y generando un intercambio de usuarios y multiplicidad de actividades para el fomento de la convivencia, cultura y desarrollo comunal. Dentro del complejo se desarrollarán equipamientos: Agencia Municipal de Desarrollo Nº4 (Gobierno) y Defensoría Municipal del Niño, Niña y Adolescente Nº4 (Protección Social), y a nivel distrital: Centro Emergencia Mujer (Protección Social), Hogar de Refugio Temporal (Protección Social), Biblioteca Municipal (Servicios Culturales), Auditorio Municipal (Servicios Culturales), equipamientos de la tipología Educación: Centro Técnico Productivo, Cuna Municipal y espacios de servicios comunales.

The district of Villa El Salvador, located in the province of Lima, has been an example of planned urbanism, population organization and productive development; However, in recent years, a worrying social problem has emerged: gender violence, highlighting that it is the district with the most complaints of this type at the provincial level and has one of the highest levels of violence in the country. At present, its users suffer educational and labor limitations, as they do not have higher education centers that respond to the labor supply of the labor production area, the Industrial Park, with women being the ones who are most disadvantaged and allow them to increasingly widen the gap towards an optimal quality of life at work, economic and social level. Likewise, the district's limitations also extend to the urban area, since most of the social care services depend on the financing and operation of the population itself, and by not presenting a centralization of institutional facilities, there are no adequate flows, spaces for meeting and satisfaction of activities for the population. The project proposes different types of facilities according to the needs of the population and maintaining the buildings corresponding to uses compatible with the proposal, uniting the facilities through public spaces for recreation and culture, and generating an exchange of users and multiplicity of activities for the promotion of coexistence, culture and community development. Within the complex facilities will be developed: Municipal Development Agency No. 4 (Government) and Municipal Ombudsman for Boys, Girls and Adolescents No. 4 (Social Protection), and at the district level: Women's Emergency Center (Social Protection), Temporary Shelter Home (Social Protection), Municipal Library (Cultural Services), Municipal Auditorium (Cultural Services), facilities of the Education typology: Technical Productive Center, Municipal Cradle and communal services spaces
