The thesis focuses on the restoration and pavement design of the Laredo-Cerro Blanco road, which suffered significant damage in 2017 as a result of the El Niño Costero Phenomenon's activation of the San Carlos and Bello Horizonte streams. The main objective of the research is to provide an effective and sustainable solution for the reconstruction of the road, considering technical, economic and social aspects. The thesis begins with a review of the literature on the effects of the El Niño Costero Phenomenon on road infrastructure, followed by a detailed analysis of the damage on the Laredo to Cerro Blanco road and its impact on the local community. Then a feasibility study is presented to determine the technical viability and the reconstruction alternative. After evaluating the road using various studies such as the IRI, PCI, Soil Study, Traffic Study, and Pavement Design with AASHTO 93, a restoration plan is proposed that includes the reconstruction of damaged sections of the road as well as the implementation of flood protection measures. Recommendations are also included to improve maintenance management and roadside disaster prevention. In conclusion, the thesis proposes a holistic and sustainable approach for the restoration of Laredo-Cerro Blanco road after the 2017 El niño costero Phenomenon, which takes into account not only the technical and economic aspects of the road infrastructure, but also the social and environmental impact.
