This thesis proposes the design of a cultural training and training center in the district of José Leonardo Ortiz. The problem of this project originates when the lack of an infrastructure that provides culture and serves the population is detected. In turn, it was observed that the infrastructure of the Municipality José Leonardo Ortiz, was being occupied by non corresponding uses and activities such as technical educational courses taught by ESTECIM (Technical School of Municipal Industrial Training). As a methodology, the factors involved and beneficiaries were analyzed with the project: city, technical and statistical data, land and environment; This was done completely in the field. Currently, the José Leonardo Ortiz district does not have appropriate equipment that serves as a cultural and educational contribution to the population; That is why it seeks to strengthen the cultural and architectural identity of such a very important equipment for the district, providing adequate and necessary use of the land that is currently a vacant, vacant and vacant land. The general objective of this thesis is to create a space that integrates different uses related to culture, entertainment and education. Likewise, an architectural proposal of culture that contemplates the public space as part of the project is proposed. The Cultural Center for Training and Training of the José Leonardo Ortiz district is an example of how the correct use of urban space in this district can generate different educational, cultural and recreational benefits for its inhabitants
