The present thesis has the objective to look for the main key factors to improve the quality of the service in the municipalities of Lima city. For that reason after a preliminary study, three main key factors were identified and these factors are: segmenting users, reducing bureaucratic procedures and hiring qualified workers. The first chapter develops the theoretical framework, defines basic concepts on which support our thesis, in order to understand the processes and characteristics of the subject and the proposed variables. The second chapter describes the methodology of the investigation, which is qualitative and were developed depth interviews and focus group. The third chapter analyzes the results and answers for each variable declarated in the hypothesis. Finally the fourth chapter confirms the proposed hypothesis and explain the conclusions and recommendations on the subject. The present investigation concludes that for improve of quality of service in the municipalities of Lima city is necessary to consider three main key factors, segmenting users, reducing bureaucratic procedures and hiring qualified workers. In order to develops new strategies of service for each specific segment and improve the present level of satisfaction.
