The general objective of this research was to propose a governance structure for natural resources in the Pichanaki Model Forest, in the Central Selva of Peru, by characterizing the main actors present in the territory; likewise, identifying and analyzing the relevant factors that affect the governance structure and its functionality in the Pichanaki Model Forest. This basically included the development of a qualitative type study of participatory action research of the governance of natural resources. The development of this addresses interdisciplinary concepts in social sciences, natural sciences and development management sciences in which ecosystem and collaborative actions predominate. The Pichanaki territory has an area of 124 770.5 hectares, the proposed governance structure merges the model forest and basin approaches; 28 units of territorial analysis (UAT) or microwatersheds were defined. The actors are distinguished in the organization of agricultural producers; independent farmers; state institutions related to the environmental and agricultural sector; sanitation institutions; Commerce; political authorities and native communities. The analysis of social networks in each UAT by means of the indicators defines an average density of 26.4% being very low and reflects the disarticulation when dealing with the good management of natural resources; the centrality, centralization, intermediation and proximity defined the tendency for local authorities and representatives of state institutions to be the nexuses or referents to address initiatives of conservation, restoration and sustainable use of natural resources. They have been directed, projects and experiences that strengthen the process. The proposed governance structure is generated due to a viable and strategic regulatory framework such as the Municipal Environmental Commission, so that the Pichanaki Model Forest platform with the participation of the Bases in Basin Management Committees is articulated.
