Cuantificación del Impacto técnico - económico ocasionado por inconsistencias y omisiones en expedientes técnicos para cuatro obras por administración directa en la UNALM

Abstract

El presente trabajo de investigación tiene la finalidad de identificar las inconsistencias y omisiones de los Expedientes Técnicos de cuatro proyectos que se ejecutan por la modalidad de Administración Directa en la UNALM; para lo cual se ha cuantificado el impacto Técnico-Económico tomándose los siguientes pasos: estudiar los perfiles, expedientes técnicos e información complementaria de los proyectos, posterior a esto se procedió a elaborar el diagnostico de cada uno de los proyectos, luego se procedió a la elaboración del Presupuesto Reformulado para cada proyecto donde se evaluaron de las inconsistencias, omisiones y modificaciones que presentaron en los proyectos, las cuales podían ser adicionales, mayores metrados, variaciones de precio, deductivos y menores metrados, finalmente después de haber concluido con la cuantificación del impacto TécnicoEconómico, se plantean una serie de medidas que hagan más eficiente y mejoren la ejecución de los proyectos ejecutados por la modalidad de administración directa. Como resultado del análisis de los cuatro proyectos se obtuvieron los siguientes resultados: el mayor Impacto Técnico - Económico tuvo una insidencia de 105.11 % por el Proyecto 04, mientras que el proyecto con el menor Impacto Técnico -Económico fue de un 58.11 % dado por el Proyecto 01, por su parte proyectos evaluados 02 y 03 tuvieron un Impacto Técnico - Económico del 76.99 % y 62.55 % respectivamente. Asi mismo se pudo establecer que las especialidades con mayores deficiencias fueron Instalaciones Sanitarias y la especialidad de Estructuras. Finalmente se plantearon cuatro mecanismos de control y alternativas para la mejora, los cuales son: elaborar un reglamento de lineamientos básicos para la elaboración de expedientes técnicos, establecer un tiempo previo al inicio para la compatibilización del proyecto y elaboración de trámites administrativos, establecer mayores mecanismos de control y seguimiento de los proyectos de inversión y delegar la responsabilidad de la elaboración de requerimientos a la oficina de Infraestructura física.

The present research work has the purpose of identifying the inconsistencies and omissions of the Technical Records of four projects that are executed by the form of Direct Administration in the UNALM; for which the technical - Economic impact has been quantified taking the following steps: to study the profiles, technical records and complementary information of the projects, later to this one proceeded to prepare the diagnosis of each of the projects, then one proceeded to the making of the Budget Reformulated for every project where they were evaluated of the inconsistencies, omissions and modifications that they presented in the projects, who could be additional, major metrados, changes of price, deductive and minors metrados, finally after having concluded with the quantification of the technical - Economic impact, there appear measurements that do more efficient and improve the execution of the projects executed by the form of direct administration. As result obtained that the project with the biggest Technical Impact - Economic was the Project 04 with a value of 105.11 %, while the Project 01 was the project with the least Technical Impact - Economically with 58.11 %, for his part the Project 02 and the Project 03, they had a Technical Impact - Economically of 76.99 % and 62.55 % respectively. Finally there appeared four mechanisms of control and alternatives for the progress, which are: to prepare a regulation of basic lineaments for the making of technical records, to establish a time before to the beginning for the harmonization of the project and making of administrative steps, to establish major mechanisms of control and pursuit of the projects of investment and to delegate the responsibility of the making of requests to the office of physical Infrastructure.
