Peru, like other Latin American economies, is a country classified as abundant in natural resources, being minerals the main resource, when they’re exploited, generate economic activity called mining, whose sector is one of the most dynamic in Peru. Mining is an activity that has positive impacts to the regional and national economy, in terms of contributions to GDP, exports androyalty. The mining canon is used as a source to finance public investment in projects or infrastructure works of regional and local impact, generating welfare for the population. As of 2006, the mining canon becomes the main source of income for local governments, surpassing the FONCOMUN, other canons, surcharges and royalties. This research work aims to determine the relative economic efficiency of the Public Investment Expenditure Funded with resources of canon minero in Peru for the period 2004 to 2015, which is carried out globally and by sectors like education, health, poverty, municipal management, citizen security and infrastructure. We used the methodology called Free Disposal Hull (FDH), which is a non-parametric technique, to derive the relative efficiency frontier (FER). The results obtained show that the regions like Arequipa, Junín and San Martín are positioned on the global FER, indicating that they are the only three efficient regions in comparison to the rest of the regions analyzed; the regions of Arequipa and San Martin present efficient results in FER by sectors and efficient spending except the Junín region that achieves an efficient result in the general FER, but not in the FER by sector. The Moquegua region is located on the FER sector-wise in 4 of its 6 sectors, being the closest to reach an efficiency position, since its high performance in sensitive sectors generates better results in overall efficiency. The outstanding regions in infrastructure sector are Arequipa and San Martín, we highlight this sector because most of the resources of the mining canon are concentrated this item; Finally, this study shows that there is no direct relationship between public investment financed with canon resources and their performance, becouse regions that have had more resources from the canon have been inefficient in their results, compared to regions that have few resources that have obtained efficient results.
