In the present investigation, the technical, economic and social evaluation of the execution process of the “Pangoa Irrigation System“ project has been carried out, based on the analysis of first line information (feasibility study, technical file, monthly execution reports, among others), so that the main factors causing modifications during the execution process of the project were identified. It is important to point out that the main objective of the execution of public works of hydraulic infrastructure for irrigation purposes is to generate development opportunities in areas with populations that are generally vulnerable and in a situation of poverty, which is why it must be considered for its execution to be efficient in the use of economic resources and effective with respect to the time it takes. For this reason, the Pichis Palcazú Special Project is executing the Pangoa Irrigation System in the district of Pangoa, province of Satipo, Junín region, under the direct budget execution modality (direct administration), which, according to the technical file, has an initial budget of S/ 34'465,552. 33 and an execution period of 11 months, amount and period that has not been fulfilled due to technical factors expressed during the execution process, which generated the variation of the initially approved budget and the delay in the delivery of the infrastructure to the beneficiaries considered in the project, thus limiting and reducing the social development impact. It was also estimated that the negative economic impact amounts to more than S/ 128'618,274.65, mainly due to the loss of income that would have been generated by the increase in agricultural production.
