Evaluación de los proyectos en la implementación del sistema nacional de programación multianual y gestión de inversiones en la UNALM

Abstract

El presente trabajo monográfico tiene como objetivo evaluar las inversiones implementadas en marco a los lineamientos del Invierte.pe en la Universidad Nacional Agraria La Molina en el Periodo 2017-2019, mediante indicadores de desempeño. Se analizó el número y el estado situacional de los proyectos de inversión pública bajo el marco del SNIP, que se encontraban en el banco de inversiones durante la entrada en vigencia el Invierte.pe, dado que estos proyectos, de acuerdo a los criterios de prelación, tienen una mejor prioridad para la asignación de recursos en comparación de las inversiones formuladas en el Invierte.pe. También se describió el estado de las inversiones formuladas desde la implementación del Invierte.pe. Asimismo, se analizó la evolución del presupuesto asignado a la inversión pública, en el marco del Invierte.pe, determinando el índice de eficacia de gasto. Finalmente, se evaluó el nivel de ejecución y los indicadores de eficacia y eficiencia de las inversiones implementadas y ejecutadas bajo el nuevo sistema de inversión pública, teniendo en cuenta el costo total, tiempo y avance de ejecución programada y efectiva. Este trabajo monográfico concluye que las inversiones en el marco del Invierte.pe tiene limitaciones presupuestales para su ejecución debido que se le asignó como promedio anual el 35 % del Presupuesto Institucional Modificado (PIM). Esto se debe a la gran cantidad de proyectos de inversión en marco del SNIP que se encontraban en ejecución cuando se implementó el nuevo sistema de inversión, teniendo mejor nivel de priorización para la asignación de recursos. Así mismo, se calculó los indicadores de eficacia y eficiencia de las inversiones ejecutadas en el Invierte.pe, dando como resultados que el 50% de las inversiones fueron eficientes y eficaces en su ejecución

The aim of this monograph is to evaluate the investments developed under the Invierte guidelines at Universidad Nacional Agraria La Molina during the 2017-2019 period.Invierte.pe, through performance indicators.The number and status of public investment projects under the SNIP framework that were in the investment bank during the implementation of Invierte.pe were analyzed, given that these projects, according to the priority criteria, have a better priority for the allocation of resources compared to the investments formulated in Invierte.pe. The status of the investments formulated since Invierte.pe was implemented was also described. In addition, the evolution of the budget allocated to public investment under Invierte.pe was analyzed, determining the expenditure efficiency index. Finally, the level of execution and the effectiveness and efficiency indicators of the investments implemented and executed under the new public investment system were evaluated, taking into account the total cost, time and progress of programmed and effective execution. This monographic paper concludes that investments under Invierte.pe have budgetary limitations for their execution due to the fact that an annual average of 35% of the Modified Institutional Budget (PIM) was allocated to them. This is due to the large number of investment projects under the SNIP that were under execution when the new investment system was implemented, having a better level of prioritization for resource allocation. Likewise, the effectiveness and efficiency indicators of the investments executed in Invierte.pe were calculated, showing that 50% of the investments were efficient and effective in their execution.
