Abstract: El presente trabajo propone una Estrategia de Manejo Ambiental en la empresa Gráfica Editores, la cual se dedica a las actividades de edición e impresión gráfica. Se encuentra ubicada en el distrito de Breña, provincia de Lima – Perú, cuenta con un área total construida de 4 572 m2 y su producción asciende aproximadamente a 775 000 hojas/máquina por día. El estudio tiene cuatro pasos: La descripción del ambiente en donde se encuentra ubicada la empresa, la descripción de las actividades de la empresa, la identificación y evaluación de los impactos ambientales y la propuesta de un plan de manejo ambiental estratégico. Como resultado de la descripción del ambiente, se contempló al medio físico natural, el medio biológico, el medio social y económico. Resultado de ello se encontró que la empresa se encuentra ubicada en una ciudad costera urbanizada, no registrando ningún evento o fenómeno sobre natural en los últimos 10 años, presenta flora y fauna propias de una ciudad urbanizada, el distrito de Breña, donde se en cuenta ubicada la empresa cuenta con 81 909 habitantes, según el Censo de Población y Vivienda 2007, la mayoría de la población tiene edades que oscilan entre los 20 a 30 años, tiene un nivel educativo secundario, cuentan con red pública de agua y sus viviendas en su mayoría son de ladrillo o bloques de concreto. Además de ello la empresa Gráfica Editores pertenece a la zonificación de Comercio Zonal (ZC). Las actividades de la empresa comprenden seis etapas que son: 1. Generación de la Orden de Producción, 2. Impostación de placas, 3. Matizado de tintas e impresión, 4. Barnizado o plastificado, 5. Troquelado, pegado, doblado y revisión y 6. Almacenamiento y despacho. El flujo del procesos indica las entradas y salidas de cada de uno de los proceso unitarios, incluyendo en las entradas el consumo de energía, agua e insumos y en las salidas, la generación de residuos sólidos, emisiones gaseosas, efluentes líquidos, ruido y vibraciones. La identificación y evaluación de los impactos ambientales, se realizó considerando la Guía Metodológica para la Evaluación del Impacto ambiental de Vicente Conesa ya que responde efectivamente a la necesidad de realizar una evaluación de impactos ambientales ocasionados por una actividad en marcha como es el caso particular de la empresa Gráfica Editores. Este método se basa en una matriz causa – efecto derivadas de la matriz de Leopold con resultados cualitativos y el método del Instituto Batelle-Columbus, con resultados cuantitativos, siendo así una metodología de tipo numérico cumpliendo con los tres requisitos del modelo ideal de valoración, adecuación conceptual, adecuación de la información de manera total y adecuación matemática de manera parcial. Se identificaron 15 acciones en la operación de la empresa, con potencial de causar impactos en el ambiente; según la evaluación 5 de ellas tienen una importancia irrelevante y 10 tienen una importancia moderada, presentándose una mayor importancia de impacto en acciones que revelan un inexistente manejo de residuos sólidos. En la propuesta del plan de manejo ambiental se consideró la Guía Técnica para la Elaboración del Programa de Adecuación y Manejo Ambiental, realizada por el Ministerio de la Producción y el Proyecto de Reglamento de Protección Ambiental para la Industria Manufacturera, resuelto en la Resolución Ministerial Nº 326-2010-PRODUCE, que indican los programas que debe contener en Plan de Manejo Ambiental, los cuales de dividen en: Programas Permanentes y Programas Especiales. En el plan se priorizan las medidas preventivas, integrando el cumplimiento de la legislación vigente correspondiente a las actividades de la empresa. Se calcularon indicadores ambientales según los propuestos en la Guía para la Gestión Ambiental y la Producción Más Limpia en la Industria Gráfica del Uruguay. Estos indicadores calculados son una línea base para poder monitoreas el desarrollo de las estrategias de manejo ambiental implementadas, además por medio del indicador del porcentaje de valorización de los residuos, se identificó que el 82.6% de los residuos generados por la empresa son valorizados y pueden ser comercializados, lo que representa un oportunidad que debe capitalizarse, y dar como resultado la implementación de un Plan de Manejo de Residuos Sólidos. A pesar de proponer numerosas medidas estratégicas se dio prioridad a aquellas en las cuales la empresa tuvo una predisposición de implementar, considerando sus necesidades y preferencias, con ello se calculó un estimado de inversión de $. 11 892.86 para la implementación de las estrategias seleccionadas. Conociendo la necesidad, la oportunidad y la predisposición de la empresa de implementar un Plan de Manejo de residuos sólidos se calculó el Valor Actual Neto, con la finalidad de conocer su rentabilidad como proyecto de gestión, el resultado fue de $. 621.75, positivo por lo que se recomienda su realización garantizando su rentabilidad.

Moreover the company Gráfica Editores belongs to the zoning Trade Zone (ZC). The activities of the company comprise six stages are: 1. Generation of Production Order 2. Set of items plaques, 3. Matting and printing inks, 4. varnished or plasticized 5. Die, gluing, folding and review and 6. Storage and dispatch. The flow of the processes indicates the inputs and outputs of each one of the unitary process, including entries in energy, water and inputs and outputs, the generation of solid waste, gaseous emissions, liquid effluents, Noise and Vibration. The identification and assessment of environmental impacts, was made considering the Methodological Guide for the Evaluation of Environmental Impact of Vicente Conesa and effectively responds to the need for an assessment of environmental impacts of an activity underway as is the particular case of the company Gráfica Editores. This method is based on a matrix cause - effect arising from the Leopold matrix with qualitative results and the method of Battelle-Columbus, Institute quantitative results, thus being a numerical methodology meeting the three requirements of the ideal model of valuation, conceptual adequacy, suitability of the information fully and partially mathematical adjustment. 15 actions identified in the operation of the company, with potential to cause impacts on the environment; as assessed 5 of which are irrelevant and 10 importance have moderate importance, appearing more important impact on actions that reveal a nonexistent solid waste management. In the proposed environmental management plan Technical Guide for the Preparation Program Environmental Management and conducted by the Ministry of Production and the Draft Environmental Protection Regulations for the Manufacturing, resolved considered Ministerial Resolution No. 326-2010-PRODUCE, indicating the programs must contain in Environmental Management Plan, which are divided into: Permanent Programs and Special Programs. The plan preventive measures are prioritized by integrating compliance with relevant activities of the company law. Environmental indicators were calculated as proposed in the Guidelines for Environmental Management and Cleaner Production in the Printing Industry of Uruguay. These calculated indicators are a baseline to monitoreas development strategies implemented environmental management, along with the indicator of the rate of recovery of waste, it was identified that 82.6% of the waste generated by the company are valued and can be traded, representing an opportunity that should be capitalized, and result in the implementation of a Plan of Solid Waste Management. Despite numerous strategic measures proposed priority was given to those in which the company had a predisposition to implement, considering their needs and preferences, thus an estimated investment of $ 11 892.86 to implement selected strategies. Knowing the need, opportunity and the willingness of the company to implement a Plan of Solid Waste Management Net Present Value is calculated, in order to meet its profitability and management project, the result was $. 621.75, positive so that its implementation is recommended ensuring profitability.
