La aplicación de las políticas de seguridad ciudadana en el distrito de Santiago de Cusco.

Abstract

La seguridad ciudadana junto a la corrupción es uno de los principales problemas que afronta nuestro país, por ello los últimos gobiernos de turno han diseñado planes para erradicar este flagelo de la sociedad, sin obtener resultados positivos, dando como resultado un creciente incremento de inseguridad y victimización que ha llevado a que la sociedad se sienta insegura en su propio hogar. El más reciente intento del Estado Peruano es la aplicación del Plan Nacional de Seguridad Ciudadana 2013-2018, el mismo que a la fecha viene aplicándose, sin obtener los resultados esperados tanto a nivel nacional, regional y local debido a muchos factores. Asimismo en el distrito de Santiago de Cusco en base al plan mencionado se ha diseñado un Plan Distrital de Seguridad Ciudadana, sin obtener resultados. En atención a lo señalado en el párrafo anterior el presente trabajo busca determinar si las políticas de seguridad ciudadana son aplicadas de manera adecuada en el distrito de Santiago de Cusco, para ello analizaremos desde todos los ángulos con el objetivo de diagnosticar el problema, así como buscar soluciones que sean aplicables acorde a la realidad del distrito. Por otra parte analizaremos si la falta de especialización en dicha materia por parte de los trabajadores, sumado a ello el desconocimiento de la realidad del distrito y la escasez del presupuesto en este rubro a nivel distrital, son problemas que influyen en la aplicación de las políticas. En Capítulo I trataremos el Problema de Investigación, en el Capítulo II desarrollaremos la Seguridad Ciudadana, donde abordaremos conceptos básicos así como la estructura del Sistema Nacional de Seguridad Ciudadana, en el Capítulo III, diagnosticaremos el problema a nivel nacional para en base a ello abordar en el Capítulo IV el Plan Nacional de Seguridad Ciudadana 2013-2018 hasta llegar a nuestro problema de fondo en el Capítulo V que es la Aplicación de las Políticas de Seguridad Ciudadana en el distrito de Santiago de Cusco y finalmente en el Capítulo VI analizaremos encuestas, entrevistas y datos estadísticos, con ello validaremos la hipótesis planteada al inicio de nuestra investigación.

Citizen security along with corruption is one of the main problems facing our country, so the last governments in charge have designed plans to eradicate this scourge of society, without obtaining positive results, resulting in a growing increase of insecurity and Victimization that has made society feel insecure in their own home. The most recent attempt of the Peruvian State is the implementation of the National Plan for Citizen Security 2013-2018, the same that to date has been applied, without obtaining the expected results at national, regional and local level due to many factors. Likewise in the district of Santiago of Cusco based on the mentioned plan has been designed a District Plan of Public Safety, without obtaining results. In light of the above, the present study seeks to determine if citizen security policies are adequately applied in the district of Santiago de Cusco, for this we will analyze from all angles with the objective of diagnosing the problem, as well as Seek solutions that are applicable to the reality of the district. On the other hand, we will analyze if the lack of specialization in this subject by the workers, added to this the ignorance of the reality of the district and the scarcity of the budget in this area at district level, are problems that influence in the application of the policies. In Chapter I we will deal with the Investigation Problem, in Chapter II we will develop Citizen Security, where we will address basic concepts as well as the structure of the National Citizen Security System, in Chapter III, we will diagnose the problem at the national level, based on this approach In Chapter IV the National Citizen Security Plan 2013-2018 until we reach our fundamental problem in Chapter V, which is the Application of Citizen Security Policies in the district of Santiago de Cusco and finally in Chapter VI we will analyze surveys, Interviews and statistical data, with this we will validate the hypothesis raised at the beginning of our investigation.
