Abstract: Las hipotecas revertidas son instrumentos que permiten obtener liquidez adicional a las personas adultas mayores sobre la base de propiedades inmobiliarias. En 2018, el Congreso de la República promulgó la ley que norma las hipotecas revertidas y las normas que la regirían. Asimismo, se indicó que este mercado se encontrará regulado por la Superintendencia de Banca, Seguros y AFP. El presente trabajo busca analizar el efecto de un mercado de hipotecas revertidas en Perú a través de una revisión de literatura. Los resultados obtenidos indican un efecto positivo de las hipotecas revertidas en los países donde fue aplicado, siempre y cuando se tengan en cuenta factores como: lazos familiares para aplicar la publicidad adecuada, el nivel de pensión de los jubilados, el seguro de salud al que los adultos mayores están inscritos, entre otros. Se identificó, también, que en Perú solo el 35% de los adultos mayores tiene una pensión y el 48% sólo tienen seguro del estado, Seguro Integral de Salud, por lo que habría espacio para que los clientes se beneficien de liquidez adicional para tener una mejor calidad de vida en su jubilación. Por el lado de la oferta, se identificó que las entidades que la ofrecerían son las empresas de operaciones múltiples, administradoras hipotecarias o aseguradoras. Ellas necesitarían de los incentivos correctos para considerar al producto como uno rentable, para lo cual se necesita apoyo del gobierno para seguir fomentando el diálogo y la información respecto a este nuevo producto que está teniendo alto impacto a nivel internacional.
Reverse mortgages are instruments that allow the elderly to obtain additional liquidity based on real estate. In 2018, the Congress of the Republic of Peru promulgated the law that regulates reverse mortgages and the regulations that would govern it. Likewise, it is indicated that this market will be regulated by the Superintendency of Banking, Insurance and AFP. This paper seeks to analyze the effect of a reverse mortgage market in Peru through a literature review. The results obtained indicate a positive effect of reverse mortgages in the countries where it was applied, as long as factors such as: level of family ties to apply the appropriate publicity, the pension level of retirees, the health insurance to which the elderly are enrolled, among others. It was also identified that in Peru only 35% of the elderly have a pension and 48% only have state insurance so there would be room for clients to benefit from additional liquidity to have a better quality of life in retirement. On the supply side, it was identified that the entities that would offer it are multiple operations companies, mortgage administrators or insurance companies. They would need the correct incentives to consider the product as a profitable one, for which government support is needed to continue promoting dialogue and information regarding this new product that is having a high impact internationally.
