The present document proposes a project aimed at improving the budget execution indicator of territorial interventions in the “Metropolis“ region for the public entity called “The Ministry”. These interventions, stemming from additional demands, arise from needs unforeseen in the annual budget programming phase. Improving the budget execution of these interventions would not only impact savings in operational and administrative costs but, more crucially, enhance the feasibility of providing goods and services for the operation of Basic Education schools. This direct impact translates into a substantial improvement in the quality of educational services and future income prospects for students upon completing their school year. Motivated by this premise, a comprehensive analysis of the entire value chain of the educational service was carried out to identify critical points in its execution. Tools such as the problem tree, effects, causes, and observational practices were used, along with interviews with personnel involved in the system and consultations of secondary sources providing best practices in the public sector. As a result of this analysis, a financially viable project was designed, grounded in two fundamental pillars: processes and technology. The goal is to improve the planning and monitoring supported by evidence to elevate the budget execution percentage of territorial interventions.
