Abstract: El objetivo de este documento es realizar una revisión integral de la literatura sobre el efecto de las instituciones en el crecimiento económico y analizar tanto la evidencia que identifica una causalidad entre instituciones y crecimiento, así como sus principales críticas teóricas y metodológicas. En general, la literatura actual señala que existe un impacto positivo de las
“instituciones” en el crecimiento del PBI per cápita e incluso postula que este es el factor clave para entender las diferencias en el desarrollo económico de diversos países. Sin embargo, esta teoría no está exenta de críticas teóricas, tales como i) la ausencia de una clara diferencia entre políticas e instituciones, ii) la confusión entre instituciones y el equilibrio generado a partir de
estas (resultados) y iii) endogeneidad (las instituciones como canal y no como factor determinante). Así como de críticas metodológicas: i) error en la medición de las variables (proxy), ii) causalidad bidireccional (el impacto es en ambos sentidos) y iii) variables omitidas (se dejan de lado factores históricos, sociales, entre otros) que podrían explicar de mejor manera el crecimiento económico. En base a este análisis, se brindan recomendaciones a considerar en próximas investigaciones, así como para interpretar la literatura actual y sus implicancias en recomendaciones de política.
The objective of this essay is to carry out a comprehensive review of the literature on the effect of institutions on economic growth and analyze both the evidence that identifies a causality between institutions and growth, as well as its main theoretical and methodological criticisms. In general, the current literature indicates that there is a positive impact of “institutions“ on the growth of GDP per capita and even indicates that this is the key factor to understand the differences in the economic development of various countries. However, this theory is not exempt from theoretical criticism, such as i) the absence of a clear difference between policies and institutions, ii) the confusion between institutions and the balance generated from these (results) and iii) endogeneity (institutions as a channel and not as a determining factor). As well as methodological criticism: i) error in the measurement of the variables (proxy), ii) bidirectional causality (the impact is in both directions) and iii) omitted variables (historical, social factors, among others) that could better explain economic growth. Based on this analysis, recommendations are provided to consider in future research, as well as to interpret the current literature and its implications for policy recommendations.
