Abstract: Actualmente, la infraestructura pesquera artesanal en el país ignora toda relación con el entorno urbano en el que se emplaza. La investigación surge a partir de esta problemática además del cumplimiento de la Norma Sanitaria n°040, la cual estipula lineamientos para una mejor calidad del producto pesquero. Tras la revisión de los DPA’s (Desembarcaderos pesqueros artesanales) actualmente en ejecución/remodelación, se encuentra al DPA de Ilo como el más crítico ya que no cuenta con un área de expansión, posee una infraestructura deficiente y se encuentra en contacto directo con el casco urbano antiguo de la ciudad, desarrollando un importante desafío: la convivencia entre el programa funcional del DPA (flujos productivos pesqueros) y el desarrollo de actividades públicas en un mismo espacio. Con la intención de abrir el puerto hacia la ciudad, sin alterar los flujos productivos pesqueros, surge la idea de continuar recorridos públicos como los que se llevan a cabo en el malecón costero y calles aledañas. Además, se integra programa complementario como el comercio minorista y difusión cultural. Esta reestructuración de un nuevo modelo arquitectónico de desembarcadero pesquero artesanal para Ilo mejorará su relación puerto-ciudad y traerá consigo mayores beneficios económicos y sociales tanto para los pescadores como sus habitantes.
The current artisanal fishing ports in Peru ignore any port-city relationship. This study arises from this problem and also considers every sanitary norm and regulation which establishes guidelines for a better quality of the fishery product. After reviewing which DPA's (Artisanal Fishing harbors) are currently under execution/remodeling, it is found that the Ilo DPA is the most critical since it does not have an expansion area, has a poor infrastructure and is in direct contact with the historic center. This develops an important challenge: the coexistence between the functional program of the DPA (productive fishing flows) and the development of public activities in the same urban space. The idea of opening the port to the city, without altering productive flows, is carried by the extension of paths from the waterfront public space along the entire intervention. In addition, a complementary program is included, such as a fish market and exhibition halls. The restructure of a new architectural model for the artisanal fishing harbor of Ilo will improve its port-city relationship and will bring greater economic and social benefits for both fishermen and city habitants.
