Abstract: El objetivo de la presente investigación es estimar el efecto de la desregulación tarifaria en el desarrollo de los servicios de las telecomunicaciones. La hipótesis fundamental es que el efecto es positivo siempre que se cumplan ciertas condiciones que aseguren la competencia entre los participantes del mercado posterior al proceso de desregulación tarifaria. Dado que la literatura existente no aborda en su mayoría la desregulación tarifaria como un momento en el tiempo, sino más bien como un proceso desregulatorio, este trabajo se sustenta en investigaciones precedentes para distintos países y en distintos momentos del tiempo. Si bien es cierto, no encontramos en la literatura estudios específicos que vinculen la desregulación tarifaria con el desarrollo de los servicios de las telecomunicaciones, es posible estimar los impactos a partir de factores relacionados considerados como desregulatorios por los autores, por tanto, consideramos que existe evidencia suficiente que indique el desarrollo de los servicios de las telecomunicaciones luego de la desregulación tarifaria.
The objective of this research is to estimate the effect of deregulation of rates on the development of telecommunication services. The main hypothesis is that the effect is positive subject to some conditions that guarantee its competitiveness across the market participants after deregulation process. Due to that existing literature does not approach deregulation of rates as a point of time, but rather as a deregulation process, this research is based on precedents research for different countries and moments along time. Even we don’t find in the current literature specific studies that linked deregulation of rates with the development of telecommunication services, it is possible to estimate impacts based on related factors considered as deregulation by autors, therefore we considered that there is enough evidence that indicates the development of telecommunication services after the deregulation of rates.
