In the present work, a pre-feasibility study was carried out for the installation of an anchovy hamburger plant, in order to determinate the technical, market, economic, social and environment viability of the plant installation. With this, it will seek to mitigate the problem that is the high rate of obesity generated by poor eating practices. It was determined that the target market will be people from Metropolitan Lima between NSE B and C, who have a healthy diet and people who are overweight or obese. Regarding the 5 Porter factors, these present a high degree. In addition, the demand for the project was calculated, which is 310 181 boxes of 6 hamburgers. It was established that the optimal location of the plant is Paracas in the province of Pisco. In addition, it was determined that the plant size will be limited by the market size. It was determined that fifteen operators will be required, the annual production plan, the raw material requirement and the industry plan were put together with a total area of 781 ¿2 . It was verified that the project will be profitable and viable. This obtaining, after the economic evaluation, a NPV of 1 328 241.4 soles and an IRR of 29.53% higher than the COK of 13.58%. Likewise, the financial evaluation was carried out, obtaining as a NPV of 1 374 972.4 soles and an IRR of 34.37%. The social contribution of the investment project was measured, demonstrated by calculating the added value, capital density, labor productivity, capital intensity and the product-capital ratio. The results were, respectively, 9 160 959 soles, 92 582.4 soles/inhabitant, 112 406.8 soles/inhabitant, 27.67% of added value on raw materials with respect to total investment, and 3.6141 times investment.
