Fiscal policy is popularly evaluated on the basis of specific elements such as the progress of an investment project or the development of a social program. However, the recent crisis has revitalized the discussion on the management of public finances and the relevance of countercyclical policies. In developing countries such as Peru, it is relevant to develop this analysis in national policies. This sufficiently professional paper seeks to explore the extent to which the academic literature (articles, books, reports, etc.) analyzing fiscal policy in Peru explores the relationship of national and regional public spending in Peru with economic cycles. The hypothesis is that, according to the literature, national and regional public spending has been more countercyclical during recent crises (2008 and 2020) and less countercyclical in later years.
