This thesis analyses the level of implementation of REDD+ in Peru through a case study in the Upper Mayo Protected Forest and its buffer zone in the Northern Peruvian Amazonian forests. The project utilizes a review of key documents and qualitative data taken from key informant interviews to describe the implementation of REDD+ at the country level. Research on the case study was conducted by assessing verified project results and surveys with the people established in the protection forest and its buffer zone. The results reveal that REDD+ implementation as a national strategy is incomplete, yet there is implementation of REDD+ at project levels on the voluntary carbon market. This thesis summarizes what is missing, to enable REDD+ to be implemented as a successful national strategy. The results suggest that a lack of inter-institutional work is a major barrier in the implementation of REDD+ in Peru. The specific case study highlights the importance of cross-institutional agreements (NGO and government) as a key factor to fulfil the goals of REDD+ at a project-level. The case study also provides evidence that conservation agreements and a landscape approach are effective in dealing with a business as usual scenario related to coffee production and deforestation by improving livelihoods for local populations through benefits, training, environmental awareness, and tools that help to increase productivity and to avoid the expansion of agricultural surfaces.
