Sistema de reconocimiento facial para el control de la trata de personas en Perú.

Abstract

La presente tesis busca desarrollar una propuesta de un Sistema de Reconocimiento Facial que contribuya al Control de la Trata de Personas en el Perú, para lo cual se mostrarán antecedentes de diversas soluciones a este problema y un marco teórico en base a la información relacionada proveniente de fuentes fiables como son el Instituto Nacional de Estadística e Informática, Ministerio del Interior, el Poder Judicial, Policía Nacional del Perú, Protocolo Intersectorial para la prevención y persecución del delito y la protección, atención de victimas de Trata de Personas, entre otros. Se mostrará la situación existente en el país respecto a la Trata de Personas y su persecución así como también se mostrarán bases teóricas de visión artificial y reconocimiento de rostros con las cuales se comprueba el funcionamiento de los sistemas de reconocimiento facial. Además, se mostrará el desarrollo de una solución propuesta para automatizar los procesos existentes para la persecución del delito de Trata de Personas para su implementación por parte de los sectores involucrados que lo deseen. El sistema será desarrollado usando la metodología de desarrollo XP (programación extrema)ya que es la más apropiada para el trabajo en parejas y para realizar los roles de programación y testeo. Esta tesis presenta un tipo de investigación aplicada con diseño de implementación para la cual se tomará una muestra de rostros de 50 personas desaparecidas o denunciadas por trata de personas, obtenidos del sistema de recompensas del Ministerio del Interior del Perú y del Registro de latinoamericanos desaparecidos de la Organización de Estados Americanos únicamente para los fines de esta investigación realizada el presente año en la ciudad del Cusco.

This thesis aims to develop a proposal of a face recognition system that contributes tohuman trafficking control in Peru, for which it will showa backgroundof different solutions to this problem, and a theoretical framework based on related information from reliable sources, such as: the National Institute of Statistics and Information, the Ministry of the Interior, the Judiciary, the National Police of Peru, the Intersectoral Protocol for the prevention and prosecution of crime,and the protection, assistance to victims of Trafficking in Persons, among others. The current situationofhumantrafficking andits persecutionin the countrywill be shown as well as theoretical bases of artificial vision and face recognition with which the performanceof face recognition systems isunderstood. In addition, this research will showdevelopment of a proposed solution to automate the existing processes for the prosecution ofhumantrafficking for its implementation by theinvolvedsectors that wish to do so. The system will be developed using the XP(extreme programming) development methodology, since it is the most appropriate for work in pairs and performingthe programming and testing roles. This thesis presents anappliedtype ofresearch with an implementation design,for which we will takea sample of50 faces of people that aremissing oraccused of human trafficking obtained from the rewards system of theInternal Ministryand the Registry of Missing Latin Americans of the Organization of American States,only for the purposes of this investigationthis year in the city of Cusco,and the data that are accessible.
