In the field of public procurement, cost overruns and non-compliance with execution deadlines represent one of the main concerns of the Contracting Administrations. The information that appears in the media on the important economic deviations that have presented different settlements of works of relevant public projects and, also, the delay in their completion and consequently in their making available to society are constant. (Ester Gifra Bassó, 2017). One of the main problems that public work entails are those legally called modified and complementary works, which frequently appear in the public works contract files. In most cases, many of them translate into upward deviations in monetary terms, they are known as cost overruns. In the private sector these economic variations are also found on schedule, but the big difference is that it is the promoter himself who decides how he should act, since the viability of his project will be at risk. (Ester Gifra Bassó, 2017). The detection and analysis of possible cost overruns in the execution of works should always be oriented to determine what causes have caused the economic deviations that often occur during the execution of public works. Only with a complete and detailed knowledge and an adequate follow-up of the economic aspects related to the bidding, adjudication, execution and liquidation of a work, it is possible to know and analyze the causes that have caused the cost overruns in public construction works in our country. The improvement of the control of time and costs will be considered by applying the Method of Earned Value, as a tool for decision-making in the planning and control of works of the Drinking Water System in rural areas of the San Martín Region, to have a system efficient, effective and practical that integrates the scope, time, and cost, that allows to measure the performance of the projects, detect the deviations that are presented, that generates information necessary for the decision making and allows the corrective action in its application and provide The expected results. Using the earned value method applied to construction, it will allow a work of a potable water system in the rural area of the San Martín Region to help identify the progress of the work progress, the variation and indexes of the schedule and costs during Project execution.
